Can not reel in fishing rod when a fish is caught

I have found that, when chopping down wood from a tree while it's raining in Survival, the rain graphic appears through the leaves of the tree.

Aggressive Mobs (Zombies, Skeletons, Etc.) are not spawning, despite the amount of time has passed.
