[BDS-10315] Loading chunk bug

This bug called loading chunk bug when even I'm using low end device in survival Minecraft world whenever I walk anywhere the chunk didn't load fast it's so annoying it can affect the gameplay experience and it have a chance that even the chunk didn't load you can walk through and it can fall you to Ravine sometimes

so mojang pls fix the bug
