After originally thinking it was network lag and several test with different machines running Minecraft Bedrock dedicated server. I now believe the Minecraft Bedrock dedicated server for Ubuntu has a timing issue somewhere in the software.
I can run the server on any Windows machine and the server will respond just fine.
When i switch over to a Linux based machine, there appears to be an issue that initially looks like lag. But it can't be when all the NPC do what appears to be a 4 tick and freeze continuously. Mining and placing blocks glitch out randomly, sounds are not always synced, double the amount of mobs spawn on normal mode and server ping is high. I am sure there are more things being affected that are not noticeable.
