[BDS-11413] Boats fly into sky when connected with a lead or hit with a knockback arrow

Boats fly into the air when connected with a lead and go slow on water. If the boat goes off a ledge gravity doesn't affect it. I am unaware if this is only my world. I do not know how to replicate it other than connect a lead to a boat. Or push the boat when you are not in it.

I apologize this issue was resolved by updating the server with the hotfix. My Minecraft client was updated to 1.16.201 but not the server. This issue appears to be resolved on the update.
