I don’t know if this is a bug or intended but server management commands like /stop and /whitelist are considered cheats, if this is intended then can you make those commands not cheats?

It's unclear to me why this is closed. I'm currently running 1.18.32.02 and am unable to use /whitelist because it is considered a cheat to invite people to my server.
