Could you please expand on this issue? Were you seated/mounted in the Minecart? 
Can you please provide steps to reproduce this and include what the observed and expected results are, thanks.

Is this only happening on a Dedicated Server, realms, multiplayer or singleplayer? What plaform are you using?

just simply ride in a minecart then look up then this happens.

This should have been fixed in 1.17.0 (MCPE-118791). Have you made sure your game is updated to the latest version?

yes, it is fixed now I've updated the latest version.
