quite a few versions of minecraft bedrock ago the founder's cape disappeared from the accounts that had previously obtained it when it was available and it is quite annoying that having it obtained when it was available and having it removed and not being able to recover it in any way is frustrating as seen in the image only the pancake layer is available

If you did not own the Founder's Cape and were only able to use it due to MCPE-84673 then this is working as intended. Only players who downloaded the Founder's Cape skin pack during Minecon 2019 should have the option to use the cape.
Did you obtain the Founder's Cape in 2019 during Minecon or when 1.16 was released?
