[BDS-16786] dialogue change doesnt work on non opted players

when trying to use the dialogue change command within a dialog button on a player with the npc component it will not work unless the player has access to commands this is something that needs to be fixed as people such as myself use it for an in game how to play. cannot attach video due to minimal upload size set by administrators

Is this only happening on a Dedicated Server, realms, multiplayer or singleplayer? What plaform/device are you using?

Incident happens on windows 10 and it happens on all realms servers and multi-player
