[BDS-17112] Allays can't pick up items if they are in vehicles

if an allay got in minecart, boat or boat with a chest he can't pick up items anymore

Is this bug for a minecraft bedrock edition server or for minecraft bedrock edition in general if it is for bedrock edition in general then report it in mcpe
