[BDS-17356] Sea grass visual bug

Found seagrass in a 1 high water block that has a translucent seagrass texture instead of the water texture

Does this issue only occur on Bedrock Dedicated Server or it can be reproduced on local worlds/Realms?

this has also happened to me several times in my realms, sometimes with kelp
