[BDS-17693] Doesn't show the "new recipes unlocked" notification in new world

It never shows the "new recipes unlocked" notification whenever I start to play in a new world. How do I enable it?

Does this issue only occur on Bedrock Dedicated Server or it can be reproduced on local world/Realm?
