no log file - error opening whitelist / ops .json

The server that i'm trying to create doesnt work. I got some issues please help me. Some files are not created by the program... How to solve my problem, please help me! 🙂

I oppened my ports for a normal java server, if I need to do it for the bedrock version idk what ports to put in :/

same issue here, create manually the withelist.json and ops.json files don't solve the problem, server still not generating the world
