Resource and Behavior Packs Not Loading on BDS for Windows

In the 1.21.80.3 BDS software for windows, it does not load any resource or behavior packs, I have verified that the resource and behavior packs load fine on the 1.21.73 BDS software for windows. I have tested this on both Windows Server 2025 and Windows 11.

Steps to reproduce:

1. Get a resource or behavior pack that is compatible with both 1.21.7x and 1.21.8x.

2. Add the resource pack to the 1.21.73 BDS software for windows and verify that it is working.

3. Transfer the files to the 1.21.80 BDS software for windows.

4. Run the 1.21.80 BDS software for windows.

Expected result:

It should load the behavior or resource pack on both the 1.21.73 and 1.21.80 BDS softwares.

Actual result:

It only loads the resource or behavior pack on the 1.21.73 BDS software, and does not even attempt to load it on the 1.21.80 BDS software, with no errors.

Note: Although the pack says it is for 1.21.70, it is fully compatible with 1.21.80, I know because I am the one who made it.
