So when I use the empty map item, they default to level 4.

The search would have come back empty because you're in the Bedrock Dedicated Server software project 🙂. Thanks for taking the time to search first though!
For issues with Minecraft Bedrock (the game) head over to https://bugs.mojang.com/projects/MCPE/summary. This project only has issues exclusive to BDS so your searches will be limited.
