Server 1.16.10.2
I have set gamemode=creative (and I tried gamemode=1) in the server.properties file. When I start the server, it reports "Game mode: 1 Creative". When I join the world, it is in survival mode. Creative mode is set in the server.properties however the world is always in survival mode.
