[MC-100676] Stutters everytime a block is placed in singleplayer

As the title says the game stutters every time a block is placed . Even with out any modifications this still occurs .

See, even when you "hide" your game version in the screenshot (which is suspicious as is), two lines below it it shows optifine being used. Please reproduce the issue WITHOUT any mods.
