When a repeater is changing spectral arrows are not able to be picked up.
once you destroy the redstone path the arrows are now enabled to be picked up. Im guessing this is a problem with tick speed or frames.Please tell me if this is a bug or I am just reporting nothing. I tried posting a video but it was too large. I left a few images.
