I was testing some command block mechanics which included giving the player a slowness effect. After a few tests I decided to record it but then the slowness effect didn't slow me down at all. At first I thought there is a command that clears the effect but there isn't!
The time of the effect was counting down as usual, so it wasn't cleared and I didn't have a speed effect.
Still I was moving with default speed and the FOV didn't change even though I had slowness 5 (/effect @a slowness 5 4 true)
After rejoining the map, without closing Minecraft, the problem was gone.
I'm sorry that I can't give any more information about it but maybe it helps finding the issue.

No, I didn't teleport to unloaded chunks

This bug also appeared in 1.9.4 and the speed effect seems to be affected, too.

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w43a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.

So far I can't tell if 1.10 and 1.11 snapshots are affected, because I still haven't found a reliable methode to reproduce it.

Your symptons do show that you did teleport to unloaded chunks, that causes a number of issues, including speed/slowness not working.

If you can't reproduce it again, without teleporting, please say so, then this'll be marked as duplicate instead.

Alright, I could only reproduce it by teleporting to unloaded chunks in the newest snapshot.
Have you been teleporting to unloaded chunks?
