After literally hours of trying to find even one wolf spawned naturally I give up and have to open this as a bug.
At first playing on survival in a huge Taiga biome, I tried looking for wolves. Eventually it turned into me flying around any and all Forest and Taiga biomes in creative mode in search of a wolf. There is a bug here. Either they are truly not spawning at all or the odds are so low that it is just as broken.

Of course, the next time I go on a wolf hunt after posting this, Yes, I FINALLY find one (3 actually).
Answer this question if you can on how they spawn. Do they only ever spawn once, in a newly generated chunk? Or will they spawn again in a loaded one? If its the former, no wonder I spent hours trying to find one and I was never able to.

According to http://minecraft.gamepedia.com/Spawn#Pack_spawning the wolves will spawn again in loaded chunks like other mobs.

@mod please see MC-28424 - the wiki is wrong. Untamed wolves will despawn and do not as far as I can tell respawn. When I found mine I tp'd back for bones and by the time I returned 1 was already gone - maybe 45 seconds. I have been through that area consistently since then and no more wolves (running 1.9.2).

Ugh, I am very much in agreement with what MC-28424 is saying. I only finally saw one after I moved to a whole new forest, many chunks away from where I had been. They did not respawn in any chunk I had already been to. And I looked for hours.
This really needs to be fixed.
@mod, this bug needs to be re-opened. Or at least link it as a duplicate to something. It is reproducible.

Agreed, this is a bug that needs to be fixed. Literally searched for 10+ hours (cumulative over 4 separate occasions) in the same 3 taiga biomes where I originally found wolves and nothing.

@Rick Harris. Probably best to add a comment to the main issue open for this, MC-28424. They marked this as a dup. I agree, some bugs need to be fixed regardless of how many votes they have or whatever other process this bug tracker has. A special route to a DEV's inbox needs to exist so true bugs can get fixed. Period.
