[MC-102096] Some stairs in Villages generate with path blocks instead of dirt below

Just looks wierd not a big problem. Block under stair should be just grass. Not sure if it is true for PE or not.

This doesn't affect all stairs, but some, see screenshot.

Fix note: Grass is not replaced with grass paths if there's something above it. This is the new intended behavior, so don't report it as a bug when tallgrass prevents paths
