[MC-102335] Sounds getting muted by nearby rolling Minecart sound

When I flew next to my mob farm, the minecarts muted my elytra.

Steps to reproduce:
1. Make rails and put minecarts on them
2. Fly close to the minecart so that it makes its noise
3. Your elytra is muted.

Edit: This mutes any sound, even itself!

Cannot reproduce in 16w43a.

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w43a) of Minecraft? It is hardish to reproduce but it does infact mute sometimes even in 1.12

Can you please attach the world so we can try to reproduce it. Also it'd be great if you could check if this is still an issue in the latest 17w49b snapshot.
