Before when spawning in a new world generation, you would spawn into the "day" time.

I had created a new creative world, default world type, and spawned into the "night" time. I tried to use /time set to change the time to day, but it didn't change. The moon would reload to rising, but it never changed to the sun. I let the game go for a while and over the usual 10-20 minutes it still hasn't changed from "night" to "day"
