Rain is supposed to be below the clouds, only it instead appears above the world height limit.

This is a duplicate, and supposedly 'Works as Intended'. Frankly I don't buy the Works as Intended part myself, as I think it's a part of the game that just wasn't updated
when the Anvil format came in, but currently that is the official line.
