[MC-10335] Comparator doesn't update properly as of 13w09a

I believe this has to do with the fix for the comparators updating when idle.

The comparator will not update its output when the comparing signal is changed. I also have run into the problem intermittently where the output signal will not update if the input his higher than the compared signal.
