My skin will not upload, due to a supposed server error. However, when I go to any of the server statuses, it says the skin server is still working fine.

Due to an issue with Amazon Web Services which provide cloud services for Minecraft, Realms, skins and some older versions of the game will be unplayable due to a download error. You will need to wait for this issue to be resolved or use 1.11.2
The issue should have been resolved at this point.
