[MC-104458] Lag when breaking block over the void

In a world where there is only 1 layer of block (for mapmaking), if you break one of the block over the void, all the server lag. It's the same in solo mode.

It's a superflat world: 3;50*minecraft:air,minecraft:sandstone;1;village
Break a block then replace it.
