Banner won't accept second Charge

Trying to make the banner I found here: http://www.planetminecraft.com/banner/blaze-it-bruh/

It has a dyed Skull Charge over a dyed Flower Charge and I am unable to get the banner to accept the dyed Skull Charge. I can apply the Skull Charge to a fresh banner, but not the banner I need to add it to.
