1.9 and above not showing skins or optifine capes

On versions 1.9 and above, skins as well as capes do not work correctly. I have already contacted mojang support and the fix they offered did not help. I do use optifine and sometimes 5zig, but even after completely uninstalling them and using just regular minecraft the skins and capes still wouldn't show. I use the same launcher yet on 1.8 versions and below skins and capes work fine.

As for skins, sometimes it lets me see my own however most of the time I can't see any at all. Both optifine and official minecraft capes also don't work, they either have broken steve textures or don't show at all, even when using optifine.

I know that this isn't a huge issue, but I am someone who likes to see skins rather than have to read about 20 peoples name tags just to find one of my friends in games. Also if you're wondering, I put the affected versions as 1.10.2 since it wouldn't let me choose any other.
