I cant place a block at these simple coordinates: -826 45 -1200. I checked them, I even teleported myself to them, and its fine. But it keeps saying "cannot place block outside of world"

First, no matter how simple your command is, you should always provide the exact command used. Then, the error message you got mean that you are trying to place a block in an unloaded chunk, so this is intended, see MC-32485.

OMG IT DOESNT MATTER THE COMMAND OBVIOUSLY ITS /setblock -826 45 -1200 it doesn't matter what block it is, it doesn't matter how I activate it, and it DOESNT MATTER IF I USE A DIFFERENT METHOD LIKE THIS: (the command block is at -1045 64 -1083) /setblock ~-219 ~19 ~-117 WOULD IT KILL YOU PEOPLE FOR ONCE TO SAY: Oh, that's not supposed to happen, we'll get right on it! >:/

It is intended you can't setblock in unloaded chunks, and it's resolved as indended.
We are vulunteers, we don't get payed.
To fix, have the chunk loaded, you can't edit what is not loaded into memory!

If you are claiming to place a block in a loaded chunk, and getting this error message, you will have to provide a lot more information, like the exact command, the exact position the command was executed, the world spawn position, player position, render distance if SP, and any additional information about the world (seed, generation, ...), and commands running if any.

Since you provided none of this information, it's easy to assume that you don't really know how setblock and chunk loading are working together, otherwise you would have provided at least some more information. That's why this issue was closed.

If you still think, you are right, please provide all the needed information so that this issue can be reopened.

omg its not an unloaded chunk, I can teleport myself there, I can use ~ ~ ~ setblock from a little bit away, its perfectly fine, heres the exact command wutever: /setblock -826 45 -1200 (it doesn't matter the block) I also do /setblock ~-219 ~-19 ~-117 (the command block I am doing it with is at -1045 65 -1083) either way it doesn't work (P.S. I can place anything it) anyways the seed is -1808265523846903743 there are no other "running" commands that have anything to do with setblock or the seed

"Unloaded" does not mean "never existed before".

Chunks that are loaded, apart from the spawn chunks, are only chunks around the player (in singleplayer, based on your view distance). Any chunks within your view distance are "loaded". Any chunks outside your view distance are "unloaded".

If you're not standing near enough to load the chunks, then the chunks are not loaded.
