Glowing Effect colors whole body instead of outline.

Triggering the glowing effect colors my whole body instead of outlining it. I tried removing my resource pack and fiddling around with my settings but nothing seems to fix the issue. The command I'm using is: /effect @a 24 10 1 true. Is there anything I'm doing wrong?

Nevermind. I'm using Optifine and that was causing the issue.

also, if you want to use optifine and still have the outline, disable fast rendering
