Rabbits don't spawn naturally in Forests

I came over this when I tried to get rabbits foot for potions of leaping in my survival world. I couldn't find a rabbit in any of the near forests. So I made a creative customized world that only has Forest biomes and started looking for rabbits there, but found nothing. I also tried /tp @e[type=Rabbit] @p a bunch of times but no rabbits were teleported to me (my render distance is set to 16). I looked for one more hour, and now I'm sure that they're not spawning.This was also the case in 1.10 and 1.9.
