There are two "Main Noise Scale Z" options in customized world settings

One of them has to be "Y" and not "Z".
Also, only the one, that appears to be "Y", is customizable in resource packs. See the screenshot. I made that letter "Z" and numbers would be in color blue. But only one of them is changed.

For me, the second slider in the first row says "Main Noise Scale Y".
