We have a somewhat large gaurdian farm and we use hopper minecarts to collect drops.
sometimes, minecarts will stop at random; regardless if we have an item above the hopper minecarts or not.
I hope this is just user error, however it does not seem like there is a way to keep the minecarts in motion.
There are 5 powered rails with 15 powered rails in between and they loop around.
I may not be providing the information that you may require please let me know and I would be happy to provide any info I missed.

Another thing I noticed is, MC-65040 ( https://bugs.mojang.com/browse/MC-65040 )
Item frames, in the same chunk where I was loaded, became invisible. I panicked and logged out and back in and that fixed it... I will upload a screen shot the second I see it.

Hell, if you need to download the world or logs would be happy to provide them. MC server logs only show chat and at times will report that "'USERx' move wrongly!" but the cause of those logs are our throughput (tethering and att, throughput is ~1-5 mbit/s I think) and at times I have noticed "ghost blocks" prevent us from moving forward, when mining blocks.
This is probably a similar situation to MC-106766; the minecarts are becoming invisible and are stopping other minecarts to pass. Please attach the world file here.

Minecarts are not becoming invisible. but a lot of them are stopping. Regardless if glass is there to prevent them from stopping or not.

if you see a gigantic underground guardian farm, you hit the money. There are 28 minecarts and unloaders, of which with in may be 5-10 minutes, a few will stop. (1-5 carts)

New information.
I tried adding a few things in a test. I did the following:
looked at slime chunks and put fences around rails to prevent small slimes from jumping on the rails
use carpets and trapdoors (iron and wooden) to prevent falling guardian entities from stopping the minecarts+hoppers
added 2 rails at end and 1 of the halfway points (on 16 rails)
It seems the thing that solved the problem was the first two, after 2 days of testing it seems the amount of powered rails does not affect it. It seems some small slime entities there were not rendered were getting on the tracks and stopping the carts OR falling guardians would stop the carts when left uncovered.
