[MC-10734] merged TNT Minecarts explode instantly when hitting a block even if it was already activated

Single minecart does not explode, but multiple merged minecarts do. And the explosion destroys tracks & supporting blocks.

Multiple minecarts or not: Minecart hitting a block causes it to explode destroying rails.
