Chunks Not Loading Properly when player is inside that specific chunk

When you play Minecraft on versions 1.9.4, 1.10, 1.10.1, 1.10.2, and Snapshot phases of versions 1.10, when you walk around your world, most of the chunks around you do not load immediately and then you have to update a block inside that unloaded chunk for it to load. The chunks do not respond and load when the player passes through it and so you have to break a block or place a block inside that chunk for it to load. It is so annoying because you have to break a part of your map just for the chunks to load.
