[MC-107434] Some chests in the Woodland Mansions do not contain loot.

When a Woodland Mansion generates in a world, some of the chests do not generate with anything in them. Maybe it is an intended feature, I don't know.

What I expected to happen was...:
I thought all the chests would contain some loot.

What actually happened was...:
Most of the chests are empty.

Steps to Reproduce:
1. Go to a Woodland Mansion.
2. Find a few chests.
3. Look inside and some of them are going to be empty.

I think this is an intended feature. I got loot i all single chest, but never in the chest rooms.

Okay, so I explored another Mansion and there was loot in every chest except for the chest room. It probably is an intended feature, but I think if there were at least some gold nuggets, iron ingot or some food (or some other fairly cheap materials) in the chest rooms, it would be much better...
