Hopper feeding behavior inconsistent with chests

A hopper is capable of feeding items to a single normal chest when a full block is located directly above the chest.

A hopper is incapable of feeding items to a normal double chest if either or both spaces directly above the chest are occupied by a full block. Once the obstructing block(s) are removed, the hopper is able to pass items into the chest normally.
