[MC-107782] /summon ender dragon glitch

Hello, when you type /summon minecraft:ender_dragon the dragon just floats there and does nothing, the HP bar does not appear, i have tested this in a new world and it had worked aswell so it should be easy to recreate

Reopen as there has been a regression. This bug applies to 1.13 and 1.13.1 and at least some of the snapshots prior to that.

This is intended behavior. If you want the dragon to fly, you need to specify the phase, with this command:

/summon ender_dragon ~ ~ ~ {DragonPhase:0}
