Redstone Ontop of Observer Output Cannot Power Solid Blocks with Dust ontop of them

Essentially if I were to place a Redstone Dust on top of an Observer with its output facing upwards, it couldn't power any solid blocks next to it that have Redstone Dust on top. This is shown in the attached pictures in how the first setup works and the second doesn't.

EDIT: Only happens when the dust is powered by the Observer.

Probably intended. In the first picture the redstone dust dot powers the block. In the second one it is connected so it won't power the iron block and because the signal strength is only 1 is does not reach above the iron block.

Except that the Redstone dust on top of the observer would should still power the block since it is pointing into it. Also, as I said it only happens if there is an observer below the dust. Simply having it at signal strength one still allows it to work.
