I have spent 3 hours doing nothing but fishing, trying to get a name tag. All documentation I have looked at says it is possible to fish name tags, yet after going through a full unbreaking 3 lure 3 rod i have gotten over 100 fish and at least 2 of every rare item other than name tags.

must just be my luck then, ill keep trying
edit: I repaired the original rod that i was using to about half its durability and kept going. It broke, leaving me with more items but no nametags. I switched to an unenchanted rod and depleted the health of that one as well, i am not getting any name tags at all.
Just got one with a luck of the sea 3 fishing rod.
