dirt supposed to change in to grass with light
after any given time.
i have been waiting for some dirt to change
into grass for guiet some time
none of the soil changes

Grass only spreads onto dirt blocks. Dirt doesn't turn into grass. So if you grass somewhere underground you have to connect it to grass above ground and wait for it to spread.
