Blocks keep appearing in place after mining

After spawning in a new world, I start to mine blocks and they will appear back in its places for a few seconds after mining, (this happens when I have the render distance set to maximum).

What I expected to happen was...:
Blocks will be able to be collected after mining.

What actually happened was...:
The blocks appear back in its places after mining before disappearing.

Steps to Reproduce:
1. After spawning, set the render distance to 32 chunks.
2. Mine a block of choice (dirt for example).
3. The block will appear back in place (for 1-3 seconds).
4. The block will finally disappear and the block can be collected.
