No tool / weapon breaking particles and sound

What I expected to happen was...:
When a tool or weapon breaks it will give a particle effect and sound

What actually happened was...:
The tool/weapon disappeared

Steps to Reproduce:
1. Craft a tool of any kind
2. Use it to the point where it's supposed to break
