Cape angle resets while falling.

How to reproduce

  1. Have a cape

  2. Go in third person mode, looking at the back of your head

  3. Make sure no elytra is equipped: /clear @p elytra

  4. Teleport high up and start falling down /tp @p ~ 256 ~

  5. Observe the cape
