Can't spawn mobs above build limit

It's weird that the naturally generated nobs are there..... anyway, mobs such as sheep, are more than one block high, therefore it would surpass the limit of the height . I don't know if endermites are affected by this, but it is probably a default setup that no mobs can be spawned by the player if it exceeds the height limit. Most mobs are more than one block tall, so I can see this occurring for all mobs.

I destroyed a block to sapwn the other sheep, and then they walked above the block limit. surely if they are able to go above the build limit, they would be able to be spawned there
