[MC-111499] endcity gateways not spawning

i see some references to this issue on the web but, I cant find it on any recent bug tracking issues for this version. Im a bit confused as to some of the info I found online about editing files, but not sure which file and what specific things to edit. I can't find a youtube video or much of anything that might help me.

Why was this marked duplicate? The report hardly contains information to mark it duplicating anything. It may still be duplicate according to information by OP gathered on MC-104736, but that still remains to be seen. Especially due to the screenshot attached over there by this bug's OP I see reason to re-open this, as stacked exit gateways (leading from outer end to middle end island) doesn't seem right...

@unknown, this bug report doesn't contain any information at all, except ("It doesn't work").
Alternatives were: Resolve this as "Incomplete, please stick to the bug reporting guidelines" or mark this as a duplicate of the most probable base ticket.
