[MC-11160] Dispenser/Dropper can't fire by obique powered block

Put the blocks same as picture.
The dropper fires in the first push the button.
But, second or later push doesn't fire.

Reopened. Seems like Droppers/Dispensers suffer from the same issue as MC-108.

In fact, droppers or dispensers get BUD powered. That is the problem.
