[MC-11187] "Unsafe" enchantments over normal limit can revert back to normal levels.

With nbt editing and Bukkit plugins, it is possible to make enchantments up to 1000. However they can sometimes go back down to the highest enchantment limit for example sharpness 1000 going back down to Sharpness V on a server restart.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
