You get EXTREME lagg when changing resource packs, enough to make it say 'not responding' this means my faithful resource pack makes my experience not that great, as the resource packs I see in the output log reload every time you launch Minecraft. Please fix this.

It is not your PC but how Minecraft loads the packs into memory I guess. And after all, it is a huge amount of work for the computer: Opening hundreds of images and rules written in JSON and evaluating them. And if you do this while in game, it has to reload all the textures. I don't think it is fixable otherwise they'd done this before, choosing the smartest/fastest algorithm.
It's normal that your resource packs need some time to load, even on very good computers. (Also, you're using outdated resourcepacks.)
Note, this might me just my PC, but it is only 2 weeks old...
