[MC-11224] Maps doesn't need to be explored in Survival mode

*What I expected to happen was...:*I expected minecraft to make a new map to explore.

*What actually happened was...:*The map got filled like in Creative mode.
Describe what happened here

Steps to Reproduce:
1. Create a compass with 4 iron ingots and one redstone dust.
2. Create a map with 1 compass and 8 papers.
3. Open the blank map.

MC-1404 Crafted Map (item) fills itself in when created. Does not center on player. (player was near the edge of mapped zone) Goes blank after being placed in a chest. Resolved
